Phone calls and faxes are most effective because they force office staff to physically deal with your communication as it comes in.
Physical mail makes a statement, but does not command the same urgency
Email, while certainly better than no communication at all, does not command the same resources to deal with. It is estimated that 100 emails = 10 phone calls = 1 fax.

Communicate at level of highest impact you are able ...but please communicate!!!
